What is latOfferedServiceQueuing?
Controls whether incoming connections to this service are queued when the service is already busy, rather than simply rejected. Enabling this lets clients wait in line for a busy service instead of failing immediately, at the cost of clients potentially waiting rather than getting instant feedback.
