An admin compares it against usdAcctngInterfaceAdminStatus to confirm that an administratively enabled collection setting has actually taken effect. If usdAcctngInterfaceAdminStatus shows enabled but usdAcctngInterfaceOperStatus does not, something is preventing collection from actually running for that interface type.
