Read-create RowStatus controlling creation and deletion of a UMTS QoS policy row; all QCI mappings within one policy must be non-overlapping (1-to-1) or an inconsistentValue error is returned when the policy is later associated at gateway level. An operator provisions a named pre-Rel-8-to-QCI mapping policy through this object, used when interworking with legacy UMTS radio access.
