In order for the row creation to succeed, values for tmnxMobProfRadPeerAddrType, tmnxMobProfRadPeerAddr must be included in the same SNMP SET PDU as tmnxMobProfRadPeerRowStatus. Otherwise, the SET request will fail with an 'inconsistentValue' error.
