This value carries the service identifier used in CFM notifications for cases where the corresponding row (and thus the service identifier itself) may no longer exist by the time the trap is actually issued. An admin relies on this object being included directly in the trap payload so the service context of a CFM alarm is still available even if the underlying table row has since been deleted, for example due to a fast service teardown right after a fault. It exists specifically to prevent a race condition where a legitimate alarm's context would otherwise be lost.
