'rejectIsFailure' - if this bit is set, the rejection of an AUTH_Negotiate message must be considered as an authentication failure by this Switch.

Reports a Switch's authentication requirements in the active Switch Membership List: whether connections to neighboring Switches must be authenticated ("mustAuthenticate"), and whether a rejected AUTH_Negotiate message counts as an authentication failure ("rejectIsFailure").
