What is t11FcSpPoStorageType?

Sets how persistently non-active Policy Object rows and activate/deactivate actions for this Fabric are stored (e.g. volatile vs. nonVolatile vs. permanent), though even 'permanent' doesn't require the underlying data to be writable.
