What is rbtwsConfigSaveGeneration?

Carries a running count of how many times the configuration has changed (via CLI, SNMP SET, or XML/RASM requests) since the switch last booted, letting an admin tell configuration-save traps apart chronologically. It exists only to carry a value inside SNMP trap varbind lists (MAX-ACCESS accessible-for-notify) and cannot be fetched with a GET.
