What is mscVrIpBgpPeerOperationalState?
Shows whether this BGP peer session component is actually able to operate: enabled means available (though still not serving traffic if its admin state is locked), disabled means something is wrong with the peer component or something it depends on. Defaults to disabled until the peer session comes up.
