What is mscVrIpBgpAdminState?
Shows the OSI administrative state of this BGP instance: locked (administratively blocked from serving users, entered via a Lock command), shuttingDown (draining existing users after a Lock command, no new ones accepted), or unlocked (normal operation, the default). An admin issues Lock/Unlock commands elsewhere and reads this attribute to confirm the resulting state.
