What is mscAtmIfVptIispEbrIneligibleRecoveredConnections?
The number of connections on an IISP interface carried over a virtual path tunnel (VPT) that have been recovered (hard rerouted) but are not eligible for path optimization; the count only decreases as those connections are released, and is not reset by the Optimize command. A growing value here points to connections that recovered onto a path they'll be stuck with until they're torn down.
