Selects how ATM Cell Loss Priority (CLP) is derived on this interworking SPVCC: cLPEqualsDE(0), cLPEquals0(1), or cLPEquals1(2, the default). An admin picks cLPEqualsDE to have the FR Discard Eligible bit carried straight through as the ATM CLP bit instead of forcing a fixed value.
