Selects the policing mode at the destination endpoint of the SPVCC: nullPolicing(0), disabled(1, the default), tag(2), discard(3), or useSignalled(4) to inherit the source's signalled value. An admin sets discard on destination ports where non-conforming cells should be dropped.
