Enables (1) or disables (0, the default) Closed Loop Congestion Control (CLCC) for VS/VD endpoints at the destination of this SPVCC, applicable when the source endpoint is Cell Relay. An admin enables this on links prone to sustained congestion so the destination can throttle the source via VS/VD signalling.
