Reports the CLP0+1 cell loss ratio for this endpoint over the current 24-hour interval, computed the same way as nncExtPm15MinCurrentCellLossRatioClp0And1 but over the running day rather than the current 15-minute window. This smooths out the ratio over a much longer sample than the 15-minute figure.
