Reports the CLP=0-only cell loss ratio for this endpoint during the current 15-minute interval, computed the same way as nncExtPm15MinCurrentCellLossRatioClp0And1 but restricted to CLP=0 traffic. This isolates loss affecting only the higher-priority cell stream.
