What is hpicfOpenFlowInstanceMeterBandRate?
This reports the threshold rate above which a meter band's action (drop or mark, per hpicfOpenFlowInstanceMeterBandType) kicks in, expressed in the unit given by hpicfOpenFlowInstanceMeterBandRateUnit. An admin reads this alongside the rate unit to know exactly how aggressive a controller-installed meter band is.
