What is hpicfOpenFlowInstanceMaxBackOffInterval?

This sets the ceiling, in seconds (1-3600, default 60), on how long the instance waits between reconnect attempts to the controller after the retry interval has grown exponentially. An admin would raise this on a flaky WAN link to avoid hammering a controller with frequent reconnect attempts once the backoff has maxed out.
