What is docsRphyPtpCcapTimePropertiesLeap59?
This OID is true when the last minute of the current UTC day will have only 59 seconds, i.e., a negative leap second is scheduled. Admins would notice this flag set only around a rare negative leap-second event affecting PTP timekeeping.
