Description: This attribute specifies the default upstream service flow target buffer size, in milliseconds, when not specified otherwise in service flow TLV encodings.
What is docsQosCmSystemCfgStateDefaultUsTargetBuffer?
Reports the CM's default upstream target buffer size (milliseconds) applied to service flows whose TLV encodings don't specify their own target buffer. Lets an admin see the CM's fallback latency-buffering behavior when per-flow buffer settings aren't explicitly configured.
