This read-only PerfCounter64 counts Unavailable Seconds encountered by this SONET/SDH Section in the current bin. Because it is measured at the section layer, this counter can reveal availability problems arising below the line layer, such as framing loss, that would otherwise be masked if only the line-layer UAS were checked. For example, an administrator seeing section-layer unavailable seconds while line-layer UAS stays at zero would investigate framing or clocking equipment specific to the section termination.
