This PerfCounter64 counts Severely Errored Seconds encountered by a SONET/SDH Section during the history bin. Because Section SES reflects the raw physical-layer quality closest to the optics, an admin treats a rising trend here as an early warning of a failing transceiver or fiber span before it propagates into line- and path-layer errors. If ocnStmHistorySectionSESs jumps right after a fiber patch panel was serviced, the admin would suspect a poorly reseated connector at that panel rather than equipment further downstream.
