An admin tracks live FD alongside byte counters to understand whether a shaper is processing large numbers of small frames versus fewer large frames, which affects how rate limits should be tuned. If f3FpQosShaperStatsFD is unusually high relative to f3FpQosShaperStatsBT in the same bin, the admin infers the shaper is handling a flood of small frames, which may call for frame-count-aware policing rather than byte-rate shaping alone.
