This PerfCounter64 reports the Average Bit Rate - Rate Limited value for a QoS Shaper in the current bin, i.e. the average rate at which traffic is currently being throttled by the shaper. An admin monitors this live rate-limited average to see how aggressively the shaper is currently constraining a flow relative to its configured ceiling. If f3FpQosShaperStatsABRRL stays near the shaper's configured maximum throughout the bin, the admin concludes the flow is consistently demanding more bandwidth than allocated and may need a higher-tier service plan.
