It's needed because shaper counters are 64-bit and can exceed the 32-bit range, so thresholds above roughly 4.29 billion require a nonzero high-order value to be expressed correctly. For example, an admin setting a very large byte-count threshold on a high-speed shaper would need to populate cmQosShaperThresholdValueHi to represent a limit beyond 32 bits.
