An admin checks this before trusting the numbers, since a bin collected during a device restart or a just-created flow may be marked invalid and should be excluded from trend analysis. For example, if cmQosFlowPolicerStatsValid is false for the most recent 15-minute bin, an admin would disregard that interval's green/yellow frame counts rather than treating a low count as evidence of light traffic.
