It gives an admin a normalized rate figure, rather than raw byte counts, to quickly judge whether the flow is running near, below, or above its policed rate. For example, if cmQosFlowPolicerStatsABR consistently sits right at the policer's configured limit, the admin would infer the customer's traffic demand exceeds their contracted rate and is being capped.
