It gives an administrator a way to reset a specific OAM counter set, for instance after remediating a fault, so that subsequent monitoring reflects only post-fix behavior. For example, after replacing a faulty transceiver that had been driving up OAM severely-errored-second counts, an operator would set cmOAMFlowPointStatsAction to clear before re-baselining the flow point.
