This read-only PerfCounter64 counts Unavailable Seconds recorded for this flow point's Ethernet OAM history bin. Unavailable Seconds accumulate once a run of severely errored seconds meets the standard availability criterion, so this counter tells an administrator how much time the flow point was formally considered down rather than merely degraded. For example, a service provider calculating monthly availability for an SLA credit would sum cmOAMFlowPointHistoryUAS across the day-bins in that billing period.
