It gives an administrator the same reset capability as the live stats table's action object, but scoped to the retained historical bin, which is useful when old OAM data needs to be purged after an audit or archiving step. For example, after exporting a month's worth of history data for a compliance report, an operator might clear cmOAMFlowPointHistoryAction to free the bin for the next retention cycle.
