What is cmFlowPointStatsIBRRl?
This counter records the lowest instantaneous bit rate observed among rate-limited traffic at this flow point during the current interval. A near-zero minimum here can indicate to the admin that the rate-limited portion of the flow's traffic briefly stalled, worth investigating if it recurs. For example, if cmFlowPointStatsIBRRl repeatedly bottoms out during periods when the customer's flow is under load, the admin would suspect intermittent queuing issues affecting the rate-limited traffic class.
