A very low minimum on a flow point that's supposed to carry continuous traffic can alert the admin to brief gaps or momentary stalls in the flow's activity. For example, if cmFlowPointStatsIBR drops to zero during a period when the customer's service should be continuously active, the admin would investigate a possible micro-outage on that flow.
