Since counters by themselves carry no timestamp, an admin needs this value to line up a burst of errors or a traffic dip with the real interval it happened in. Comparing cmFlowHistoryTime across the last several bins on flow 46 lets an operator confirm that an error spike happened during, say, a 2 a.m. maintenance window rather than during business-hours peak traffic.
