This read-only CounterBasedGauge64 reports the Network-to-Access Committed Information Rate (N2A CIR) configured for a traffic FLOW, i.e. the guaranteed downstream bandwidth from network toward the access side. An admin compares this against the A2N CIR to check whether a flow's provisioning is symmetric or intentionally asymmetric, which matters when troubleshooting one-directional throughput complaints. If a customer reports slow downloads but fast uploads, the admin checks cmFlowBWN2ACIR to see whether the downstream committed rate was provisioned lower than the upstream rate, explaining the asymmetry.
