An admin checks EIR alongside CIR to understand the full burst capacity available to a flow beyond its guaranteed rate, useful when explaining occasional above-CIR throughput to a customer. If a customer's traffic bursts to 15 Mbps against a 10 Mbps CIR, the admin checks cmFlowBWA2NEIR to confirm that burst falls within the configured excess allowance rather than being an anomaly.
