This counter records the highest instantaneous receive bit rate measured in any single second during the current performance-monitoring interval on this port. It lets an admin see peak burst intensity on the port, which the interval's average rate alone would smooth over and hide. For example, if a port's average utilization looks moderate but cmEthernetTrafficPortStatsIBRMaxRx shows brief spikes near link capacity, the admin would recognize the port experiences short bursts that could momentarily saturate the link.
