This counter records the number of Ethernet frames between 65 and 127 octets received on this port during the current interval. Together with the other frame-size bins, it lets an admin build a frame-size distribution for the port, useful for capacity planning since small frames consume more per-packet processing relative to their byte size. For example, an admin sizing a new switch's forwarding capacity for this port would look at cmEthernetTrafficPortStatsESP65 alongside the other size buckets to estimate the packet-per-second rate, not just the byte rate.
