This counter records the number of bits received on this Ethernet port during the final one-second sample before this archived history bin was closed. It gives the admin a snapshot of exactly what inbound activity looked like at the moment the historical interval ended, useful for confirming whether traffic was still flowing right up to that point. For example, if a port went down immediately after an interval closed, the admin would check cmEthernetTrafficPortHistoryIBRRx to see whether inbound traffic was still present in that final second.
