What is cmEthernetTrafficPortHistoryIBRMinTx?

This counter records the lowest instantaneous transmit bit rate measured in any single second during the archived historical performance-monitoring interval on this port. A historical near-zero minimum helps the admin identify whether this port experienced a brief outbound stall during a specific past period. For example, if a VoIP call was reported to have a brief audio gap yesterday, the admin would check that interval's cmEthernetTrafficPortHistoryIBRMinTx to see if transmission briefly dropped to near zero.
