This PerfCounter64 counts xDSL downstream Full Inits on an Ethernet network port's DSL line in the current bin, i.e. how many times the downstream path had to fully retrain/resynchronize. An admin treats a rising live count of full retrains as evidence of an unstable DSL line, since each retrain causes a service interruption while the modem resynchronizes. If cmEthernetNetPortStatsXdslDsFullInits shows 3 retrains within the current bin, the admin would prioritize that line for a technician visit given the repeated, customer-visible interruptions already occurring.
