This TruthValue flag reports whether this historical bin actually holds a complete interval of collected data. An admin needs this before trusting any of the other counters in the same row, since an incomplete bin (for example after a reboot mid-interval) would otherwise look like a suspiciously quiet interval. If network (uplink) port 38 reset partway through a 15-minute window, cmEthernetNetPortHistoryValid for that row would read false, telling the operator to discard those counters instead of concluding traffic mysteriously vanished.
