This PerfCounter64 counter reports a count of Unavailable Seconds, tallied over the most recent completed bin. An admin uses it directly in SLA reporting, since unavailable seconds translate straight into the downtime a customer contract may be measured against. 50 seconds logged in cmEthernetNetPortHistoryUAS for network (uplink) port 44 during a single day is a very different SLA conversation than the same 50 seconds spread thinly across a whole month, which is exactly why the interval boundary this counter resets on matters.
