Since counters by themselves carry no timestamp, an admin needs this value to line up a burst of errors or a traffic dip with the real interval it happened in. Comparing cmEthernetNetPortHistoryTime across the last several bins on network (uplink) port 46 lets an operator confirm that an error spike happened during, say, a 2 a.m. maintenance window rather than during business-hours peak traffic.
