This read-write Integer32 object (1-15) is used by PXM to determine how important a connection is when selecting which connections to route, presumably during contention or rerouting scenarios. Setting this appropriately lets an admin ensure critical voice traffic gets preferential treatment over lower-priority connections when PXM must make routing tradeoffs. An engineer provisioning a connection carrying priority emergency-service traffic would set a higher routing priority value than for a standard best-effort connection.
