Outbound signal timing has to match what the far end's incoming-signal detection expects, its own min/max make time settings, so this object is tuned in coordination with the receiving trunk's ILS timers rather than in isolation. An admin configuring an outgoing seize signal might set this to 150 ms to ensure the far-end gateway's minimum make-time requirement of 100 ms is comfortably satisfied on every call attempt.
