This guards against a make-break sequence being falsely recognized when the line only flickers back briefly before re-asserting, which would otherwise let transient glitches masquerade as a proper signal release. With a minimum break time of 100 ms configured, a line that returns to idle for only 30 ms before reasserting the make pattern would not count as a valid break, so the gateway continues treating the signal as still active.
