What is ccasFwdRSOperFwdTransFacility?

This object specifies the forward signal indicating the call is set up from an operator's position with the possibility of recourse to the forward transfer facility. This is the keep-the-option-open counterpart to ccasFwdRSOperNoFwdTransFacility; it tells the receiving exchange to preserve the ability to hand this specific call off to another exchange mid-setup if the operator needs to invoke that facility. An operator handling a complex call that might need rerouting through another exchange would have that call carry this signal, keeping the forward-transfer path available throughout setup.
