What is cienaCesInetMgmtInterfaceAdminState?

This object reports whether the management interface has been administratively turned on or off, with enabled(1) meaning it is allowed to be up and disabled(2) meaning it has been deliberately taken out of service. An admin sets this to disabled before physically working on the management cabling or during a security lockdown, so seeing disabled(2) here explains why the box is suddenly unreachable over that path even though nothing else changed. For instance, a technician sets this to disabled(2) before swapping a console/management cable to avoid link-flap alarms during the physical work.
