What is cienaCesMcastIgmpInquisitiveLeaveState?

This controls whether the device uses inquisitive leave processing for this multicast service, actively sending a group-specific query to verify no other receivers remain before tearing down forwarding state when a leave message is received, rather than trusting the leave message outright. An admin who has seen premature multicast stream termination on a shared segment, where one receiver leaving incorrectly cuts off others still watching, would enable this to add a verification step before actually stopping the stream. A value of enabled means the device double-checks with a query before honoring a leave, trading a small delay for correctness on shared-media segments.
