An admin troubleshooting excessive multicast flooding across the whole device would check this first, since if snooping isn't operationally running at all, every multicast stream will be flooded broadly regardless of any per-service or per-group configuration. A value of disabled here, even if administratively meant to be on, would explain device-wide multicast flooding behavior.
